Ius soli the italian way

These days the theme of Ius Soli is widely debated. As I have already said more than once I am in favor of a Law that goes in this direction. This is my vote in the City Council to support the campaign "I am Italy too"
I have already posted here some in-depth material and today I post some more, with the hope that people will want to go deep into the topic without stopping to ideological positions on both sides; being in favor or against it makes little difference, what is important is the awareness that drives choice.
Here is what Graziella Bertocchi wrote on Lavoce.info

Ius soli in versione italiana (Ius soli the italian way)

"Ius soli is (again) one of the most discussed topics in political debate. Many law proposals, with similar innovations in them, have already been proposed since the start of the legislature. How do they fit into the european landscape? What are the potential dangers of not shared choices?

"...
According to the ius soli the criterion for the acquisition of citizenship at birth is the place of birth (those born in the national territory of a country are citizens), while according to the ius sanguinis criterion is the pure genealogical membership (those who descend from a country citizen are citizens of the same country).

The main innovations found inside the 2 projects are:
  1. Double ius soli: this system, that France is using since many years, would allow the acquisition of citizenship for children born in Italy from a stranger who in turn was born in Italy, but only if he is legally residing in Italy for at least one year. Since Italy is a country of strong but recent immigration, this law would apply to only a few children.
  2. Ius soli for children born in Italy from strangers who is legally residing for at least five years: this is the system that Germany is using since 2001, but with a stronger limit of eight years. This is the way that would allow the citizenship acquisition to the large number of children that may come into life in the near future.
  3. More ways are planned for people, born in Italy or immigrated to Italy as children, that attended an italian schoold for a certain number of years. It is likely that aslo these lanes would affect a significant number of children of the recent immigrants.

It is clearly not a pure and unconditional application of ius soli, to allow the acquisition of citizenship by accident, or worse, to encourage a "tourism" organized for this purpose.
